[Imports] Proposed mechanical edit: waterway=water_point

This should be fairly straightforward.  In part because of a wiki error,
waterway=water_point was used to describe places a motorhome can fill
tanks.  This proposed edit will examine each node and tag most of them
amenity=water_point.

It won't be a blind edit, and if other errors are noted along the way,
appropriate editing or user-to-user notes will be added.
