The data itself looks high quality with a lot of extra stuff to work with
(business names, amenity types are a nice bonus).
On to the picky stuff, though. :)
Licensing issues aside, having a contact name at York County GIS department
would be a plus. Having a more concrete statement from the GIS department
that the data is released under the correct (or compatible) license is
probably a requirement.
A cursory review of the sample data set produced several errors on
validation in JOSM. Duplicate points errors on a dozen buildings or so and
the amenity "Bank" needs to be corrected to "bank"
It appears that large buildings that have multiple addresses (e.g. shopping
centers) have no address information associated at all. Would it be
possible to produce a data set that maps addresses to buildings where the
mapping is one-to-one and leaves multiple address points in place where the
address to building mapping is many-to-one? Of course, if these address
points are not in the original data set, this point is moot.
The import notes are light on details. What tools were used? Any custom
