[Imports] GIS data for Laos donated as ODbl

Hi everybody,

as detailed here:
https://wiki.openstreetmap.org/wiki/Import/Catalogue/Laos/RoadsRiversBoundaries

a private owner of the 2010 GIS data of Laos has donated to OSM with
the ODbl license (nice christmas present for OSM community), it
contains approx. all the 11000 villages(with Lao and romanized names),
most of the important roads, and rivers, and the district boundaries.

The workflow of how to proceed with the data is explained
above(Villages, Rivers and Roads should only used as
reference/background to map with BING/Mapbox imagery using some
offline OSM editor like JOSM.

For the boundaries(level 6=districts) I have updated locally the data
to the last recent province and districts officially created since
2014. If everything is alright only the districts will be upload soon.
