They purchased a copy of the data from the Ministry? If so, they 
wouldn't normally have the rights to make such a grant. Can you add 
information about the terms of sale from the Ministry to Jasper?

I recommend completely splitting away the rivers and roads part from the 
boundaries.

Quick read-through of the proposed plan

- The changeset tags need to differentiate between when handling 
boundaries, and should have tags to indicate it's an import
- source=MAPBOX & BING  is non-standard, use standard source values and 
semicolon separate them. Also, indicate the source of the import
- import=yes is becoming the standard changeset tag to indicate an import
- You mention forests, but don't propose importing any
- End of December 2015 is too soon to import, and wouldn't be adequate 
consultation even if there were *no* issues with what is being proposed
