[Imports] Uganda Bureau of Statistics educational facilities import

Hi, list:

The Uganda Bureau of Statistics has released health and educational
facilities data for use in OSM under the ODbL license [1].

This import is about the educational set (24,000+ nodes), and it would
be done manually through the HOT Tasking Manager, in a similar way as
with the Central African Rep. UNICEF data import (2012) and others that
followed.

The import has been communicated to the Uganda OSM community, and is
being submitted here for final validation by the wider OSM community.

You can find the import wiki here [2] and the more practical workflow
wiki here [3]. Note that the workflow wiki is not finished, as it needs
a few screenshots to be changed.
