[Imports] Uganda Bureau of Statistics educational facilities import

Sounds like an interesting project and I'd like to participate. I even have
an import account already. Forgot the password though.
I'm constantly switching between projects, so most of the time I'll forget
to use the import account and the times I do think of using it, I'll forget
to switch back to the regular account.
Very confusing, all that.
Anyway, I'd prefer to only set source and source:date on the changeset, not
on the objects.
