[Imports] Uganda Bureau of Statistics educational facilities import

For information that you want to show to the importer, but don't want to
risk uploading, you could abuse one of the following tags:
created_by
odbl
and a few other tags that get discarded before the upload takes place, at
least when using JOSM. I feel we should have a few dedicated tags for that
purpose, but that is something to solve at the editor level.
