I think this type of import is a really good thing. Good job!
I do have some questions:
How do you handle the situation where a station disappears from the Aral
database?
If a station is deleted manually by a mapper in OSM?
If a station is moved manually by an an mapper in OSM.

Here's a similar update, synchronizing a commercial data set with OSM:
http://www.openstreetmap.org/changeset/28787222
For that import a delete in the commercial dataset deletes the OSM node,
a move in OSM is respected if less than 50 meters. Manual OSM deletes
will get overwritten. Tag updates are merged (e.g. OSM mappers can collect
more data than the commercial source has available).
