[Imports] Import of Kirkland Washington Building and Address

We are proposing a community import of building outlines and addresses for
Kirkland, WA, USA. The wiki page can be found at
https://wiki.openstreetmap.org/wiki/Kirkland_Import. The wiki page contains
a link to all of the data.

The data, as is most of Washington State, freely available to use. We have
merged the buildings with addresses using the following structure

    o If the building contains a single address, it will be included in the
building tag
    o If the building contains multiple addresses, with a main building
address, the building outline will contain the main address. The remaining
addresses will be nodes.
    o If the building contains multiple addresses without a main building
address, the addresses will be nodes.
    o Addresses information with unit numbers will be tagged using addr:unit

We are not attempting to upfront conflate the new data with the existing
OSM data. Instead training will be given on how to conflate during the
import.

Please provide us with your suggestions for improvement and concerns.
