[Imports] Proposed import of South Australian waterbodies data

Hi,
The data is too large to upload in one change set. 478,000 nodes,
should be broken up into ~ 50 change set. Just be careful of keeping
the relations intact when splitting up the output file.
Run the JOSM validator on the data. Some of the inner ways are tagged
as natural water.
Consider removing the datasa: tags.
Consider putting the source tag on the change set. Ideally, the source
tag in the change set should indicate the date/version of the source
data.
