[Imports] Elveg import (Norwegian roads)

We do not think it likely that missing a road will be a problem. As said on
the Wiki page, when you are finished importing tags/geometry from a road
you delete it from the source file, and thus you know exactly what remains
(JOSM can give you e.g. the number of roads left in a file/layer).

The community has thorougly discussed tools and methods, and have arrived
at the conclusion that due to the amount of existing data in OSM and the
diffiulty of matching Elveg roads with existing OSM roads, a fully manual
import is the best choice.

The progress table is not critical to this import. It is only used as a
rough indicator of what is done and what remains to be done. Whether the
"importers" want to update progress continually is up to them. Minimally -
if I want to work on roads from a municipality, I add my name to the table
in the row for that municipality, and mark it as completed when done.
Perhaps you misunderstood the purpose of this table? (I shan't blame you,
it's in Norwegian after all...) To clarify: Each row in the table
corresponds to one municipality, i.e. one data file, imported by one user.
