I might have missunderstood what you wanted to fix, but what happened to the 
"reverting the denotation=cluster *import*" part of your proposal when you are 
reverting manually added tags :

If I followed this discussion well, there was an agreement to revert what was 
mass added by such changesets : http://www.openstreetmap.org/changeset/5750138
ie fixme=set␣better␣denotation / denotation=cluster
but not more.

I do not have opininon about denotation=cluster as a whole, but it seams to me 
that you overpassed bounds of your own original proposal, and as such, I 
disagree with further mechanical edition including anything but the initial 
import without another round of discussion targeting every denotation=cluster 
tags.
