[Imports] eHealth Africa Borno Smaller Settlements Import and Road Editing

Northeast Nigeria has been affected for years now by a complex
humanitarian crisis fueled by the insurgency of the BH jihadist group
which has gradually gained in intensity and impact affecting over the
past months its neighbouring countries and turning into a regional
crisis (see ReliefWeb - Nigeria page [1]).

Baseline data (places, residential areas, administrative boundaries
and buildings as well as road networks) over this large affected
region are needed for the various actors engaged in the response of
this complex regional emergency. Several OSM initiatives have been
lead in some areas (Nigeria e-Health data import, mapping by local OSM
groups from Niger and Cameroun, as well as the efforts of
individuals), and individual efforts are still continuing. Discussions
with humanitarian actors highlighted the relevance of OSM data in this
crisis and the need for a continued effort.

As a part of this HOT activation, we are planning to import several
different data kindly provided by eHealth Systems Africa Foundation.

One of such datasets is composed by 4,556 settlements (mainly hamlets
and villages) collected by field surveys by about 80 data collectors
in a large area of Borno state (unfortunately, some large areas of the
state are still off-limits for data collectors).

For that purpose, a wiki [2] and a workflow wiki [3] has been writen,
and a project in the Tasking Manager created [4] for this import.

The goals of this import are two-fold: 1) Import those place nodes,
and 2) Improve the still poor road network for that area, editing the
road access to all those settlements.

This import will be manual through a HOT Tasking Manager project, like
the CAR UNICEF import [5] and UNMIL Liberia settlements import [6],
among others.
