I don't get what you mean here. Data is collected by around 80 data
collectors, that travel all this areas with 4x4 surveying data.

The fixme tag has two purposes: 1) It reminds the users to change the
place=unknow to place=hamlet/village/etc before they upload the data
(if not, a white squared icon will remain instead of the red coloured
polygon icon) and 2) Telling the node is coming from the RuralVillage
(bigger settlements) or Villageplacename (smaller settlements) file
gives an idea of what kind of place to expect in case of doubt, as the
first file has roughly 1/3 of the places that would be village and 2/3
hamlets, whereas the second has most of the nodes qualifying as
hamlets, with a 10% of isolated dwellings.
