[Imports] Importing Buildings and Addresses for Austin, Texas

Hello again!

Thanks to everyone who helped review. I think we've addressed the concerns
here as best as possible.

I'm currently running through the data processing scripts to build updated
import files. We will go back and fix any errors that were previously
imported.

Are we good to go?
