[Imports] bicycle parking in Madrid manual import

Hi Imports,

I'm planning to manually import some 1,185 bicycle parkings in Madrid.
The data comes from the City Council of Madrid open data site:
datos.madrid.es

Discussed on talk-es mailing list and no objection were made.

Because the source for each node and for each photo could be various
departments and organizations, we have to respect that and use the
source=* for each node.

Already reviewed the first chunk of 50 nodes and the data seems good.

BTW, this is my first import.
