Manual fixes based on QA tools are not subject to the automated edit 
rules as long as they are individually reviewed and the changes a made 
based on manual assessment.  This is probably a good way to deal for 
example with intersections between roads and buildings.

I would also say automated fixes of errors and inconsistencies that 
happened during an import that are applied shortly afterwards and where 
you ensure you only touch version 1 features created as part of the 
import do not require a separate automated edit discussion.  But that's 
just my opinion.

If you want to do something in addition to the initial import plans - 
like change tags based on additional information available in the 
meantime it would probably be good to discuss this separately.

In any case you should make sure to document substantial changes on the 
wiki so it is possible to later find out how and why the data was 
modified.
