[Imports] Import Fiji Map

Hello,

I would like to have my Fiji's mapping imported to your database. The data from the shapefile were sent by Fiji government and UNICEF (can be found herehttps://data.humdata.org/dataset/fiji-administrative-boundaries <https://data.humdata.org/dataset/fiji-administrative-boundaries>), we use the tools authorized by Open Street Maps to generate downloadable files and available through the JOSM.
