Your final OSM data looks good, I don't see any issues with the OSM tags or
the data you've added (address & heights).

I would ask how are you handling de-conflicting existing OSM data, however
it's a small city and most of 80% of the conflicts are edits from yourself
(Jfact0ry). Since you don't have any objections to delete your own OSM
history, I don't see any issues there.

It's a small town, so there's no need to set up a Tasking manager with
collaborative editors, it's best that you tackle this import alone.

As for OSM import approval, you have my vote. 👍

Wait a a couple of days for feedback, and afterwards I'd suggest you start.
