You need to properly communicate your intentions and convince people 
here that your plans are solid and you have the knowledge and 
experience to properly execute them and that what you are planning to 
do well integrates with community mapping in the area.

In particular you need to:

- explain what exactly you plan to import
- demonstrate that this data is of use for OSM
- document in what form the data is to be imported (geometries, tags 
etc.)
- explain how this interacts with existing data in OSM
- show the data
- document that you have permission to import the data in OSM or that it 
is published under a license compatible to ODbL and CTs.

Right now the wiki page you put up is insufficient in these points so 
reverting the changes is not just about the formality of a missing 
email to this list.
