[Imports] Thimphu City data import

Hi, Frederik:

Thank you for your input.

This import (of better, data integration) is two fold:

First, we import building footprints through the tasking manager, by 
volunteers. No difference from a standard project were we trace 
buildings with aerial imagery, except that it will be done faster and, 
more important, with higher quality. There are already hundreds of 
buildings traced in Thimphu city that way.

Afterwards it's the import of street geometries and their names plus 
housenumbers.

It's a good idea to wait for this second part until that tiny OSM 
community starts to walk (hopefully) at the beginning of August.

About HOT, I usually discuss imports in developing countries within the 
HOT mailing list. Not only because I think is a good mailing list with 
lots of experienced people in mapping in those kind of countries, but 
because it's also adviced in the imports guidelines wiki [1]: "Imports 
related to humanitarian issues, disaster response, or development should 
consult the HOT (ideally on the HOT Mailing list)."
