The way the conversion works is that first, we compare the tags in
Specific_1.csv then, SpecificUs.csv and finally, the GeneralUse.csv.
We tried to match what tags exist (based on taginfo) instead of
creating any new tag.  What is in Specific_1.csv and SpecificUs.csv is
what we add for building:use.

Regarding your suggestions, should we add the GeneralUse in the
building:use and then a generic building=yes tag?
