[Imports] Indianapolis, Indiana imports

The City of Indianapolis is making several GIS data layers available
for free to the public from their Open Indy Data Portal website
(data.indy.gov).  The license on the website for this data says, and I
quote:

"The Spatial Data, and the information therein, (collectively the
'Data') is provided 'as is' without warranty of any kind, either
expressed or implied with respect to this information, its quality,
performance, merchantability, or relevance for a particular purpose.
There are no restrictions on the use of Data provided via data
download, map or service; any data derived from the Data must
acknowledge the City of Indianapolis/Marion County, IN.  Information
published on this map, website and/or service is furnished as a public
service by the City of Indianapolis/Marion County, IN and is intended
to be used for reference only.  The City of Indianapolis/Marion
County, IN reserves the right to add and remove data to these
resources provided at its discretion in this or any of its ancillary
websites."

Is this license construed to comply with the OSM Open Database License?
