[Imports] Import of Waterpoints in Tanzania

Hi Joachim,
I read your post and I'm dealing with a similar problem. I'm working for
the dutch red cross and want to upload road data for Malawi.
Unfortunately this is even more complex data because roads never overlap
exactly and linestrings are chopped in pieces to make attribute tags
match. (like paved/unpaved parts)
I'm thinking about dealing with just the bridges first, to start a bit
easy. We will use some GIS tools to do the matching and selections and
then plan to use josm to "upload".
License requirements from osm are quite high in relation to the Malawi
government communication. So far we have a whatsapp confirmation :) but
we are working on getting something more official. Hopefully a website.
