[Imports] Help request on Guatemala municipal boundaries

Dear Rafael,

Thanks for your kind reply.

The data I am proposing to use is Public Domain official geographic data.
Last week I checked with the publisher,  Instituto Geografico Nacional, and
they have no problem with uploading this information to the OSM.  Anyway,
I'll double check this.
