mostly you will be able to find out who is in charge of maintaining the trees in a builtup area. In a city I'd expect all trees to be maintained, or at least someone being responsible for not maintaining them as he should. E.g. if there's a risk of a tree falling in the next storm, they would usually log it, etc.
