[Imports] Upload of data from the city council in Girona, Spain.

Dear list members,

Let me introduce myself. My name is Lluís Vicens from the GIS and
Remote Sensing Service (SIGTE) of the University of Girona. As some of
you may remember, some years ago thanks to the celebration of the State
of the Map in Girona (Spain) there was a massive upload of data into
OSM. The source of that data was the cartographic department of the
municipality.

Now, the city council is interested in doing a new massive upload of
the data in order to update OSM data from Girona with their official
datasets. The objective is to use OSM data as the reference or
background cartography for the municipality council. This objective
implies that the data of Girona in OSM should to be up to date and
verified by the cartographic department of the city.

I'm in charge of doing this update/upload and would like to share my
planned workflow with you, in order to evaluate whether it is correct
or not.

The datasets that should be uploaded/updated are:

- BUILDINGS (area)
- HOUSE NUMBERS (points)
- MUNICIPAL FACILITIES (points)

In all the cases I'm going to use JOSM to prepare the data as well as
to add a new tag to all the elements in the cartography: source = UMAT
- Aj. de Girona, 2017. Am I doing it right?

Buildings 
=======
To upload/update buildings, I was thinking in downloading the existing
OSM data of Girona to JOSM, select the buildings (verifying that I
really selected all the buildings and nothing else than the buildings),
delete the selected elements, open my buildings.osm file in JOSM and
upload the data to the OSM servers (once added the necessary tags).

House numbers
============
For the house numbers, the proposed procedure will be the same,
selecting and deleteing the current house numbers, and uploading the
whole new dataset into OSM. 


Municipal facilities
==============
The planned workflow consists in adding a new tag to all the existing
elements in this dataset (building=public) and its corresponding tags
such as:

AMENITY = clinic;hospital;community_centre;social_facility;...
LEISURE = pitch;sports_centre;...
TOURISM = museum;gallery;...
OFFICE = government;...

As I said before, the intention of the city council or townhall is to
use OSM as their background and official data, as well as for other
uses related to routing, etc... and they want to be sure that the data
showed in OSM is really update and aligned with the reality. At the
same time, we will implement a monitoring system such as changewithin
to control the changes in the data in order to keep it really updated
and correct. 

Please, let me know if the procedure fits and it is aligned with the
OSM import principles and don't hesitate to ask, comment or suggest
whatever you want.
