[Imports] Importing Beirut building data

Hi

As inspiration:
We created a transparent overlay for the aerial imagery here for our
address project in Bern, Switzerland:
https://tile.osm.ch/bbe/{zoom}/{x}/{y}.png

To view it, open JOSM, add the URL above as an imagery layer, open some
area around Bern, first activate bing or mapbox aerial imagery, then
activate that overlay. It augments the aerial imagery for easier mapping.

The overlay is rendered with standard Mapnik/mod_tile, with a very
simple Mapnik style sheet stroking the building outlines.
