If it is Canada's goal, wouldn't it make more sense for Canada to engage in the superhuman work of releasing the data with consistent, easy to understand licenses? I've failed to avoid being sarcastic above, but I don't see how talking about what a third party "require"s of volunteers is a good first step. Max
