[Imports] Corpus Christi Building Import to Aid in Harvey Recovery Efforts

Doesn't it still make sense for the importing mapper to choose the
better footprint even in the case of the storage tanks? It does seem
that many of the MS footprints are more detailed. I've uploaded a
sample area with both existing and Microsoft buildings(tagged with
source=Microsoft) if anyone wants to take a look:

area accounts for a significant portion of the overlap.

The plan should also mention preserving existing building tags rather
than overwriting them with the imported building=yes. Hopefully people
would do this on their own, but it doesn't hurt to make it clear in
the plan.
