[Imports] Tampa/Clearwater Florida Building Import for Irma Recover Efforts

Hello,

I just realized a problem with the data of this import: Heights are
measured in feet and inches but are in standard meters format (eg. 10.41
instead of 10'41''). Has anybody an idea how we could translate them? And
what shall we do with the already imported buildings?
