[Imports] Recycling Import for Norway

Here is an import plan for recycling containers and centres in Norway for
your review:

A difficulty when planning this import has been the lack of definitions and
descriptions at amenity=recycling
<https://wiki.openstreetmap.org/wiki/Tag:amenity=recycling> for tagging the
various materials. That list could also benefit from introducing a certain
hierarchy and structure, I think, because there is currently a mix of
detailed material types and group of materials (both of which are useful).
