[Imports] Seychelles Building Import

Hi, Michael:

Thank you for submitting this import for review, and good luck in
building a local OSM community in the Seychelles!

I can't find the data license for both sources when clicking in their
respective links in the wiki. Could you point us to where we can find
them? Making sure that the license is ODbL compatible is key before
proceeding with the import.

As for the import itself, it looks good quality and well organized. Some
issues/improvements I would add:

1. I can't see any link to the original data file(s).

2. After checking some of the OSM data for the Seychelles, I see that at
least roads and some buildings seem to have been traced against Bing
imagery, so I wonder if it would be better to align the buildings to be
imported with that imagery provider too. But not sure if this would be
convenient or not. I'd like more opinions on this.

3. Running the JOSM validator over the seychelles_buildings.osm, it
gives 4 crossing buildings that should be corrected before the import.

4. I would strongly recommend that you add these two tags to the
changeset tags:

type=import
url=https://wiki.openstreetmap.org/wiki/Seychelles_Building_Import

That way, people will be able to easily know that the data have been
imported following the import guidelines.

Cheers, and thank you again,

Rafael.
