[Imports] Administrative boundaries import in Peninsular Malaysia

I have planned to import administrative boundaries (state, district and the
local admin) for the states in Peninsular Malaysia. The details of this
import can be viewed on the Wiki:

Explicit permission have been sought from the owner of the data.

In addition, this import have been discussed with the community through the
Malaysian forum.
