[Imports] Importing Kerala, India road network from Facebook's ML generated data

Hi, Kevin:

Thank you for your efforts to improve the map in the State of Kerala. 

I've read the messages in the github channel and many people consider this import a promising one, although pointing out several issues to overcome.

To go forward, you have to discuss it first with the Indian OSM community  and write a wiki, as per the Import Guidelines [1].

In the wiki you should point to the license, describe in detail the workflow, tagging, etc.

Please not that users need to use a dedicated OSM account, whatever their number.

When we have the OK of the Indian OSM community and the wiki, we can finally check it here before starting the import.
