[Imports] Importing Kerala, India road network from Facebook's ML generated data

This will be a part of Facebook's existing AI assisted road mapping project.
And will be following same workflow as in
https://wiki.openstreetmap.org/wiki/AI-Assisted_Road_Tracing
with tagging scheme from :
https://wiki.openstreetmap.org/wiki/India:Tags/Highway

So will be following Facebook's import process has already been reviewed
and approved,
Only difference will be extra validation by the community on Tasking
manager.
Will be using this part of wiki for discussion.

Local community discussions are going on the github page and many people
have reviewed the data and have verified that it good quality and wants to
move forward.
Any issues with the data will be manually corrected during the import
process.
