There are currently HOT projects mapping the roads, organized by the
same local OSM folks handling this import.

The HOT projects will be turned off and archived when the importing
starts. There might be follow up projects to review the imported
roads.

Obviously other mapping could be going on in the area, but that is the
usual case for any import, there could always be other mapping going
on. I think there might be less chance of that in this case because
OSM India folks are doing the import and most of the current mapping
as well.
