[Imports] Importing some Beirut buildings dataset

I was unable to access the text of the thesis because it is restricted
to AUB account holders. Whether or not the data can be used in OSM
depends on what imagery it was traced from; if it was a copyrighted map
or copyrighted imagery e.g. Google Satellite, then it cannot be used.
This needs to be verified.

I wasn't able to find out the projection of the shape files (EPSG code).
Do you happen to know that?

There are only 500 buildings in the data set. They could probably be
loaded into JOSM, visually compared to what is already there, deleting
everything from the to-be-imported data set that is already in OSM, and
then things could be uploaded directly from JOSM, provided the data
doesn't clash with anything already in OSM (e.g. uploaded building is in
middle of road etc).

If it should turn out that there is a lot of work involved in massaging
the data set, I would recommend to discard the idea altogehter. Tracing
500 houses from aerial imagery is a task that an experienced JOSM user
can do in a couple of hours, so if the import takes longer than that,
it's probably not worth the effort!
