[Imports] CDAU imports

Hello

Parallel to the Cadastre Buildings Import [1] currently on going, we are
planning to aggregate addresses from another source in Andalusía [2]. The
licence is CC BY 4.0 with explicit permission. This will not be a bulk
import, we plan to review each address by community members.

We would like to receive from you any comment or suggestion to improve the
process.

The work is expected to begin in the city of Malaga.
