Any import should be made in a way that it is easy to review with
*current* QA tools.

I think that the import will have to be split into individual countries
anyway, because in some countries the community will want to opt out of
the import - and you don't want to effectively give e.g. the German
community an veto over the whole import so you will have to be able to
exclude some countries. Why not split the whole thing into per-country
(or per-state for large countries like the US) pieces right away. I
don't know the details of your process but finding out in which country
something is, and then splitting by country, should not be terribly
difficult?
