[Imports] North Central Texas Microsoft Building Import

The reason I had first designed the project without the Tasking Manager is
that previous versions of TM3 didn't include the ability to pass an
import_url parameter to open the data automatically like TM2 did.

But it actually looks like that has been addressed in recent releases, so
I've set up 3 projects set up in the OSM-US tasking manager to start and
have updated the wiki article and import instructions accordingly.

Now that we've got TM up and running, the majority of communication for the
import should happen there. To Frederik's point earlier, if there's any
communication on Slack that needs to be preserved to help document the
import for the community, I'll copy that over to the talk page of the wiki
article.
