[Imports] Importing addresses in New South Wales, Australia

Good morning all!

Just a heads up that I have finally gotten around to actually uploading the first set of data - only one suburb, Epping. You can see the changeset here:

Now that it has been uploaded I have placed the dataset in an "uploaded" directory in the repository:

To better keep track of what is and isn't done, I've also done a quick dump of all of the suburbs in NSW. This data is available here. It contains the suburb name, postcode, rural / urban status (I will target urban first), followed by coordinates of a rectangular bounding box of the suburb administrative boundary.

Based off these bounding boxes, I have done an address dump of a bunch of suburbs - I will add more later this week. This data can be used to easily see all the addresses in a region, so we can minimise requests to the LPI servers.
