You probably got no reply because everyone was waiting for someone
else to answer you; I'm afraid that the answer will disappoint you.

You seem to be labouring under the misconception that importing data
to OSM is as simple as taking the external data source, pushing it
into some sort of software tool, and turning the crank.  It is not.
It typically takes a very skilled and experienced mapper, who is also
a skilled programmer, and familiar with the data model of both OSM and
the data source. It also requires detailed familiarity with the data
source, so as to be able to assess data quality and consistency, and
detailed planning for how to conflate data with what is already in OSM
- importing over top of someone else's hard work is considered
vandalism. There also needs to be either explicit permission from the
data owner or else a legal assessment that the data are available
under license terms compatible with ODBL.

In fact, that's the first step: determine whether we can lawfully use
the data at all.

If this hasn't put you off and you still want to go ahead with such a
project, you MUST become familiar with the material in
https://wiki.openstreetmap.org/wiki/Import/Guidelines
and
https://wiki.openstreetmap.org/wiki/Automated_Edits_code_of_conduct

and then open the import discussion, here and in the appropriate
talk-* list. The import guidelines will give you an idea of the sort
of questions that you should be prepared to answer. (It's perfectly
all right not to have all the answers at first - part of the
'community buy-in' phase is to put you in touch with people who can
help you research the answers.)

In any case, whether you go ahead with the import or not, please make
sure that your external data set is listed among 'Potential
Datasources'. Even if we come to the conclusion that the import is a
bad idea, that will provide a place to document WHY it's a bad idea to
save the next mapper the work of proposing it.  It appears that for
the Netherlands, the page at
https://wiki.openstreetmap.org/wiki/Potential_Datasources leads to
https://wiki.openstreetmap.org/wiki/Bestaande_geodata_hergebruiken . I
don't see any sources of building data listed there, so it's possible
that's not the current place people are using to list data sources. It
would probably be best to ask in
http://lists.openstreetmap.org/listinfo/talk-nl - the Wiki page looks
pretty stale.
