[Imports] Import / update of France postal codes and population

Indeed, a few steps I could recommend:

- contribute to OSM without an import
- discuss with the French community
- read this doc: https://wiki.openstreetmap.org/wiki/Import/Guidelines
- discuss with the French community
- most likely : forget about any easy import of 1 postal code = 1 city
- discuss with the French community
- document your plans
- discuss with the French community and the import list
