I would agree with your judgement, 1-4 don’t feel like imports. The plugin approach is on the border, it clearly is a systematic way to move data from one db to the other, but results are still checked individually (or at least pretended to be) although it is kind of an import I guess most people would be ok with it (because of the data being PD).

For 6 and 7 you should clearly follow the import procedures.
