To help you with your questions, it would be important to know what the
data looks like. Can you share more details or maybe show us a few
examples? The reason I'm emphasizing this point is that 3D buildings in
OSM work a bit differently from many of the formats which are common in
GIS and computer graphics.

If the dataset is in fact suitable for importing into OSM (including
legally – it's unfortunately easy to get the required permissions
wrong), you can learn more about the process in the Import Guidelines¹
as well as the Automated Edits Code of Conduct².
