So I goofed and set the mailing list to digest. I hope this message still
manages goes to the right place and apologies for not being able to quote
your reply!
Thank you for laying all this out. I've done some thinking on this and
also looked for comparable examples in other locales to understand how this
should be laid out.
I don't think coterminous level 6 and 8 relations for Honolulu would be
correct here. That would imply that the county-level entity "City and
County of Honolulu" is simultaneously a county-level and city-level
administrative division in the sense of say Denver or Nashville. Rather,
despite the name, the existing level 6 county is solely a county-level
entity which contains the city of Honolulu along with a number of other
places (e.g. Kailua, Kapolei, Waianae, etc) that are definitely not part of
Honolulu. Since there is no municipal government anywhere statewide, it
would not be appropriate call the county boundary also a level 8 municipal
boundary. If we are being truly pedantic about this, the correct answer
would be to remove the level 8 tag from the existing Honolulu and replace
it with a place marker!
So, I think there are 3 options here that meet the spirit and intent of
administrative boundaries for levels > 6:
1. No boundaries beneath the county level, remove the Honolulu relation
entirely and replace it with a place= marker centered on downtown.
2. Aggregate postal address place names to create level=8 boundaries. For
example, the adjacent zip codes 96801-96850, which all resolve to Honolulu,
HI, could be grouped together with the common outer boundary being the
administrative boundary for Honolulu. Same for other cities with multiple
zip codes. Postal place names represent a government recognition of a
city/town-level area for administrative purposes (delivering the mail).
Given the lack of municipal governments this seems like a reasonable
approach.
3. Use neighborhood board boundaries for sub-county boundaries. (

These are county-recognized entities with a specified boundary and
administrative function. Though, I think these are probably level=10
boundaries (given that they are "neighborhood" boards) and could even
coexist with option #2.
Apologies if this discussion is out of scope for the "imports" mailing list
as I do realize that we've gone a long way from my initial thought of
"hey! I should import the missing cities..."
