[Imports] Marysville, WA building and address Import

I'm planning an import of buildings and addresses for the city of
Marysville, WA. Information on the import can be found on the wiki at
https://wiki.openstreetmap.org/wiki/Marysville_Import

This is a one time import using JOSM and the Tasking Manager. This import
is very similar to the Edmonds, WA import done last year.

Links to the data being imported are listed on the wiki.

If you are in the area and would like to help, please contact me. I've
reached out to mappers in the area but so far haven't heard back.
