[Imports] [Talk-gh] Ghana New Regional Boundaries Import

Hello Rexford,

The Ghana boundaries in OpenStreetMap has been updated to the 16 regions
(didn't see any import documentation). Normally, User:Wambacher's
administrative boundaries tool [1] is the go to for downloading admin
boundaries from OSM; but seems to be inactive. You can run this query [2],
export as GeoJSON and use geojson.io to strip the region from Togo around
NE.

Not withstanding if you need to get finalized data from GSS to compare and
update what's currently in OSM here's what you need -

First step is written permission from GSS and data, then the rest can
follow.
