[Imports] Dakota County, MN Contributing

The organization that I work for (Dakota County, MN) is more officially
participating in OSM, beyond the support I received for doing the Building
Import a couple of years ago.  We will contribute while at the office, not
just on our own time.  The link below is the first draft of what we are
proposing.  I'll handle the questions if there are any.
